Starting from September 1, 2025, the new version of the National Standard for Safety Technical Specifications of Electric Bicycles (GB 17761-2024) will be officially implemented nationwide. Jointly revised by multiple ministries and commissions including the Ministry of Industry and Information Technology and the Ministry of Public Security, this standard aims to enhance the safety performance of electric bicycles (e-bikes) and reduce traffic accidents and fire incidents. The release and implementation of the new national standard mark that China’s management of the e-bike industry will become more standardized and science-based.

For fire safety, the new standard specifically strengthens requirements for the flame retardancy of non-metallic materials. It stipulates that the total mass of plastics used in e-bikes shall not exceed 5.5% of the total vehicle mass, so as to reduce fire risks caused by material-related issues. At the same time, e-bikes are required to be equipped with a pedal-assisted riding function, allowing them to be driven by human power in case of power failure and avoiding dangers caused by sudden loss of control.
To further enhance the intelligence level of vehicles, the new standard also introduces requirements for the Beidou positioning system and communication modules. This means that future e-bikes will be equipped with advanced positioning devices. In the event of theft or abnormal movement, the owner can receive an alert in a timely manner and track the vehicle’s location. This measure not only improves the anti-theft capability of vehicles but also provides a new technical tool for urban traffic management.
