E-Bike Charging Pile Industry: Regulation and Development in Parallel

In the urban transportation system, electric bicycles (e-bikes) have become the preferred "last-mile" solution for 350 million Chinese people due to their convenience and affordability. However, with the sharp surge in ownership, charging difficulties and safety hazards have become increasingly prominent, posing a tough challenge for urban governance. Recently, the e-bike charging pile industry has witnessed frequent developments—both the strong regulatory efforts from the policy side and active exploration in the market have injected new vitality into the industry’s growth.

Policy Regulates Prices to Make Charging Consumption More Transparent

Chaos in e-bike charging fees has long been a focal point of residents' complaints. In a residential community in Guangzhou, the charging fee in public areas is exorbitantly high: the service fee alone is 3 to 4 times the electricity fee, and the cost for a single 8-hour charge exceeds 5 yuan. Similar issues such as high fees and non-transparent pricing exist in Beijing and other regions. To address this chaos, as early as June 2024, the National Development and Reform Commission (NDRC) and the State Administration for Market Regulation (SAMR) jointly issued a document, requiring charging facility operators to implement separate metering of charging electricity consumption starting January 1, 2025. The document also mandates clear distinction between electricity fees and service fees, with separate pricing for each. Beijing has even adopted a "subsidies through rewards" mechanism to encourage operators to keep service fees lower than electricity fees.

Nevertheless, some enterprises still disregard policies and engage in illegal practices despite repeated bans. Recently, the Taocheng District Branch of Hengshui Municipal Market Supervision Administration and Shenzhou Municipal Market Supervision Administration in Hebei Province have launched special inspections. These inspections focus on strictly verifying the price disclosure of charging piles, cracking down on violations such as failure to clearly mark prices and illegal charges. These efforts aim to effectively safeguard consumers' rights and ensure the implementation of policies.

Safety First: Driving Technological and Model Innovation

Fire accidents caused by e-bike charging occur frequently—21,000 cases were reported nationwide in 2023 alone, and the number rose by 35.9% year-on-year in the first quarter of 2024. These tragic lessons have pushed the industry to prioritize safety and seek breakthroughs in multiple aspects.

On one hand, technological upgrading has become a key focus. Wireless charging technology has emerged as a promising solution, thanks to its safety, convenience, and intelligence. It transmits electricity through electromagnetic induction, eliminating hidden dangers such as short circuits and sparks; its real-time monitoring function further enhances charging safety.

On the other hand, operation models are constantly innovated. Yundian Company, a subsidiary of Guangzhou Public Transport Group Eryun Company, has piloted an integrated "pile + cabinet" operation model. At Maogang Charging Station, the model is equipped with intelligent fire-fighting systems, smart smoke detectors, and high-definition surveillance, enabling classified battery management. This provides a new approach to solving the safety challenges of e-bike charging.

Joint Efforts on Supply and Demand Sides to Enhance Public Service Efficiency

The fundamental solution to e-bike charging difficulties lies in improving public service efficiency, with coordinated efforts on both the supply and demand sides.

On the supply side, various regions are actively promoting the construction of charging piles. Beijing has achieved remarkable results: to date, the city has built a total of 1.379 million e-bike charging ports, exceeding the target ahead of schedule and realizing full coverage of centralized charging facilities in residential areas. Meanwhile, the city has conducted censuses to eliminate hidden risks in existing facilities and standardized data access to improve management.

On the demand side, reducing charging costs and enhancing convenience are key priorities. Guided by a people-oriented philosophy, Beijing has kept the total cost per kilowatt-hour of charging at around 1 yuan. It has also taken multiple measures to lower construction costs and standardize charging fees. In addition, the new "swapping instead of charging" model is being explored and promoted. Kunshan, Jiangsu Province, has built 443 intelligent battery swapping cabinets, forming a network with a "500-meter service radius" and providing residents with a more efficient battery life solution.

The e-bike charging pile industry is standing at a crossroads of transformation. Driven by both policy regulation and market innovation, it is expected to break the long-standing charging dilemma. In the future, with continuous technological progress, strengthened supervision, and improved operation models, e-bike charging will become safer, more convenient, and more economical. This will provide solid support for urban green travel and truly turn charging piles into "peace-of-mind piles" and "happiness piles" that benefit the people.
